The city's "cycle superhighways" (Supercykelstier) extend that network into the suburbs, with air pumps, footrests at intersections, and "green wave" traffic lights timed to a 20 km/h riding pace so commuters hit green after green. The lesson: separation plus signal timing turns cycling from brave to boring — and boring is what mass adoption looks like.
Amsterdam and Utrecht, Netherlands: network over showpiece
The Netherlands did not inherit its bike culture; it built it after the 1970s "Stop de Kindermoord" protests against child traffic deaths. Amsterdam now has over 500 km of cycle paths, but Utrecht may be the better model: it opened the world's largest bicycle parking garage, with space for 12,500 bikes under its central train station, connecting cycling to rail for longer trips. Dutch design treats intersections as the real test — protected corners, separate signal phases, and raised crossings — because a network is only as safe as its junctions.
Bogotá, Colombia: infrastructure as social policy

Its permanent network of Ciclorrutas, over 500 km, is among the most extensive in the Americas and was built explicitly as affordable transportation for working-class residents. Paris, France: speed of transformation
Paris proves how fast change can come. Beginning with pop-up "coronapistes" in 2020, the city converted temporary lanes into permanent protected infrastructure, banned most through-traffic on Rue de Rivoli, and pushed cycling past car use for trips within the city core by some counts. Seville, Spain: the 80/20 build
Seville went from roughly 0.5% cycling share to around 6% in a few years by building 80 km of connected, protected lanes essentially all at once (2006–2010), largely by converting parking. Researchers cite it constantly because it isolates the variable: nothing changed except infrastructure, and ridership multiplied roughly elevenfold. A connected mediocre network beats disconnected perfect segments.
Montreal and Vancouver, Canada
Montreal's Réseau Express Vélo (REV) is a network of wide, plowed-in-winter protected lanes — the Saint-Denis axis alone carries over a million rides a year. Vancouver's downtown protected grid, including the Burrard Bridge conversion, showed North American cities that removing a car lane can move more people, not fewer. Winter maintenance is the underrated detail: a lane that disappears under snow in January is not transportation.
Tokyo, Japan: safety without lanes
Tokyo is the counterexample worth understanding. Formal bike lanes are sparse, yet cycling accounts for a meaningful share of trips with low fatality rates, because slow residential streets, strict driver liability norms, and tolerated sidewalk riding create de facto safety. It works in Tokyo's specific street fabric — narrow streets, low speeds — and mostly fails when exported to countries with wide, fast roads.
Portland, Minneapolis, and New York, USA
Portland long led U.S. cycling with neighborhood greenways — low-traffic residential streets optimized for bikes. Minneapolis's Midtown Greenway, a below-grade former rail corridor, functions as a genuine bicycle freeway and stays open through brutal winters. New York has built the largest raw network, over 1,000 lane-miles including protected lanes on major avenues, though gaps and enforcement remain constant fights. The American lesson: rail-trail corridors and quiet-street networks can deliver Dutch-quality comfort even where politics blocks curb-protected lanes on arterials.
